The Resort (Village) HR Manager partners with the resort's Management Team and Regional HR to execute the Regional HR strategy while ensuring compliance with local employment legislation and Club Med standards. The role is responsible for the full spectrum of Human Resources operations, supporting both G.O and G.E populations across the employee lifecycle, including workforce planning, recruitment, onboarding, compensation & benefits, employee relations, performance management, training, HR administration, HRIS management, and employee wellbeing. The HR Manager also acts as a strategic advisor to Village leadership by driving employee engagement, organizational effectiveness, and operational excellence.
KEY RESPONSIBILITIES
POLICY MANAGEMENT
- Review and update all local HR regulations to ensure policy and law compliance.
- Ensure implementation and enactment of Club Med policies and regulations.
- Respond to enquiries regarding policies, procedures, and programs.
RECRUITMENT
- Ensure manpower budgeting exercise in both summer and winter seasonals are conducted accurately and efficiently with HRBPs to RDS fill in G.O/G.E vacancies within timeline.
- Responsible for sourcing casual labors to cope with peak business periods.
- College recruit trainees to supplement operational needs by maintaining good relationships with hotel schools/vocational institutes.
- Recommend any suitable G.O candidates to Corporate Talent Acquisition team.
- Maintain and ensure relevancy of all Job Description – sort and organize an up-to-date applicant database, so as to provide ease of reference and retrieval.
- Plan, schedule and monitor interview session and required corresponding logistics.
- Follow up on results of interview sessions with interviewers to ensure that turn-around timelines/standards are met.
G.O/G.E ONBOARDING
- In conjunction with HRBPs and G.O to apply for their work permit/residence visa; transportation arrangements (air/train ticket booking and pick up service, etc.); pre-check dormitory facilities and cleanness conditions; organize onboarding formalities.
- Check to ensure pre-employment medical checkup is clear prior to the new G.O/G.E reporting for duty.
- Coordinate and execute in/out task force and immersion with internal teams as well as sister village HRMs.
COMPENSATION & BENEFITS
- Define and administer local compensation and benefits policies and plans in line with Club Med policies.
- Educate HR team on the various types of benefits available and eligibility requirements. Train teams to trouble shoot benefit problems G.O/G.E may encounter and assist them in resolving benefits-related issues.
- Conduct salary surveys, prepare reports and make recommendations based on market data analysis (salary surveys and benchmark).
- Monitor and research local compensation and benefits trends in your scope of responsibilities; ensure local compensation and benefits plans are cost-effective.
- Ensure timely submission of statutory payments such as social insurance, housing funds, etc.
- Manage G.O/G.E claim process to ensure policy and limits are adhered to.
- Ensure that accuracy of payroll processing in monthly basis.
- Compile monthly overtime, and allowance submission according to established timeline given by verifying and validating the supporting document to ensure the amount paid to G.O/G.Es are accurate.
G.O/G.E RELATIONS
- Responsible for developing employee morals through organizing periodic sports and recreational activities.
- Attend monthly departmental all employee meetings to actively solicit their comments and concerns.
- Reply to G.O/G.E comments and concerns to CDV/Regional HR with proposal on possible improvements.
- Keep G.O/G.E informed on HR related updates and initiatives.
- Assist RDS and HRBPs in resolving G.O/G.E grievances
- Investigate disciplinary cases and make recommendations.
- Maintain cooperative work relationship with local labor unions (if applicable).
PERFORMANCE MANAGEMENT
- Participate in G.O/G.E performance appraisal process, providing feedback to HRBPs and RDS as needed.
- In line with UDT guidance to execute global performance programs within village wide.
- Create and manage performance review system to drive employee development and to support opportunities for growth.
- Design and implement employee engagement programs based on needs and business targets.
- Ensure performance evaluations and merit increase paperwork are maintained in their files or upload to Workday accordingly.
WORKDAY & LOCAL HRIS
- Coach AHRM to ensure accurate and timely updated records on the Workday or local Human Resources Information System (HRIS).
ADMINISTRATION
- Ensure G.E files contain required paperwork (e.g., employment application, reference checks, job description or other government issued certificates), are properly maintained, and secured.
- Ensure terminated employee files are retained for the required length of time.
- Ensure medical certificates are maintained in a separate, secure, and confidential medical file.
- House and maintain Corporate and local HR P&Ps.
- Ensure proper documentation of all progressive disciplinary action is kept in employee file and report to HRBPs immediately.
- Responsible for preparing and controlling reports with producing end of period HR reports as required by regional HR or owner.
SPECIFICS FOR PRE-OPENING STAGE
- Build up staff organization according to Club Med operation needs.
- Benchmark on staff salary and benefit and build up a benefit charge and salary grid base on local market (GE only)
- Work with opening project team and coordinate with owner on site to handle local authority relationships so as to facilitate the work permit and visa process
- Establish recruitment channels in local labor market and prepare recruitment plan for a minimum of 6 months before opening
- Coordinate with Club Med management team to on board staff on site based on the retro plan of on boarding and staffing pre-opening budget
- Coordinate all Club Med internal staff accommodation before staff lodging is ready on site.
- Draft village HR SOP according to club med HR policy and local labor act.
- Work with legal team for Staff contract and handbook
- Propose and build a HR Payroll system (to coordinate with IT and reginal HR team) on site and make sure the smooth implementation of any HR tools such Workday and Adaptive Insights
- Monitor staff area, GE canteen and lodging condition progress and make sure all staff SOE list are correctly delivered before opening
- Coordinate with Club Med training team to prepare opening training programs for both GO and GE team.

Qualifications & Experience
- Diploma/bachelor’s degree in human resources, Business Administration, Hospitality Management or a related discipline.
- Professional HR certification (e.g. SHRM, CIPD, PHR, CHRP) is an advantage.
- Good knowledge of local labor laws and employment regulations.
- Proficiency in Microsoft Office and HRIS systems (Workday experience is a strong advantage).
- Minimum 5–8 years of progressive Human Resources experience, preferably within the hospitality, tourism, resort, retail or service industry.
- Minimum 2–3 years in an HR leadership or HR Manager position.
- Experience managing the full employee lifecycle.
- Exposure to multicultural and international working environments is highly preferred.
- Pre-opening resort or hotel experience is a strong advantage.
- Experience handling work permits, immigration processes and government compliance is an added advantage.
